This is an interesting way to say the same thing in two different ways. Taking 'parvi' as a substantive adjective, it means the small people. 'Quanti eum potes non' means literally You are not as important as him. They both call the people unimportant, but the second option compares them to an outside person. Also, 'parvi' is plural and 'potes' refers to a singular person.
