These are both present active infinitives with similar, but not identical meanings. 'Quaerere' means to seek, strive for while mendicare specifically means to be a beggar. So, 'quaerere' can be used to ask for something, or to strive towards a goal, while 'mendicare' refers to the act of begging for something from others.
