Both these words work in the context, but 'votum' is better. Both words are accusative singular, but 'votum' means vow and 'modum' means way, manner.
Since the phrase is 'Castitatis votum' (vow of Charity) it refers specifically to the three vows (poverty, chastity, and obedience) taken by religious.
