These verbs are both third person, singular, imperfect verbs, but they have very different meanings.
'Concedebat' means it was relinquishing, departing, forgiving... and 'Sonebat' means it was expressing, it was spoken (of).
Since the subject is Papal Bull, likely the correct choice is 'sonebat'.
