Both verbs are first person, singular, imperfect, subjuctive. They come from the same root verb 'cogito' but 'recogito' has an added prefix 're-' and has a more nuanced meaning. The meaning is very similar, but 'cogitarem' means I was thinking while 'recogitarem' means I was examining, reflecting.
