These verbs are both third person, singular, present, passive voice, and are spelled very closely. However, 'offertur' means it is presented, bestowed while 'effertur' means it is being brought out, raised.
Both are possible in the sentence:
If 'si quotidie dum per Christum offertur memoria Martyrum, et aliorum Sanctorum,' it reads if every day through Christ, the memorial of the Martyrs and other Saints is offered...
If 'si quotidie dum per Christum effertur memoria Martyrum, et aliorum Sanctorum,' it reads if every day through Christ, the memorial of the Martyrs and other Saints is raised up...
