Avviò i suoi studi in filosofia e teologia (interrotti, questi ultimi, dallo scoppio della Prima Guerra mondiale, durante la quale prestò servizio presso alcuni ospedali di campagna) all’Ignatiuskolleg di Valkenburg. Dopo la fine della guerra – e dopo aver frequentato lezioni di storia per due semestri a Berlino (1921-1922) – entrò nella cerchia di collaboratori di Ludwig Pastor a Roma, contribuendo al lavoro di ricerca per gli ultimi volumi della Storia dei papi (soprattutto in riferimento alla figura di Innocenzo XI). Il primo incontro con Eugenio Pacelli – di cui sarà consigliere e segretario particolare (a Berlino, dal 1925; a Roma, a partire dal 1930), ma sempre in veste ufficiosa, per oltre trent’anni – risale al 1924. Leiber insegnò storia in Gregoriana per tutto il periodo della sua permanenza a Roma. Negli ultimi anni della sua vita fu coinvolto (attraverso articoli, interviste ed interventi pubblici) nella polemica sui rapporti fra Pio XII e il nazionalsocialismo.
